The government, upon the request of Chinese government, had decided to set up border security post in Lomanthang, near Tibet to curb ongoing illegal activities against China and Nepal. [break]
Following the government decision, a troop of APF led by DSP Narayan Shrestha had been deployed in Lomanthang from Chandika Battalion in Parbat. In total, 46 security personnel were deployed there under Shrestha´s command.
"We have deployed troops as per the government policy," said Madan Singh Bista, battalion chief in Parbat. "But we are yet to set up the post at the right place due to various technical reasons."
The government had decided to set up border security post after Chinese authorities complained that there have been "anti-China activities" on the bordering areas in Nepal.
Three months have passed, but the troops are still stationed at the district headquarters, Jomsom, Mustang.
According to locals, illegal activities have been taking place at the bordering areas in the absent of security personnel. Citing security reason, the custom-check point in Mustang-Tibet has remained closed for long. The locals of Mustang have been facing various problems due to the closure of Korala, Chhusang custom-check point.
Locals of Chhoser, Chhunhup, Charang, Shurkhung, Lomanthang and Ghami of Upper Mustang have faced difficulties due to the closure of the custom check points.
The locals said exports and imports of essentials have been severely affected following the custom closure.
"We have been facing problems in exports and imports of local products in the absence of border security post," said the locals.
APF officials said that they were compelled to keep their troops at the district quarter as the area is covered by thick snow in Lomanthang. The troop is currently stationed at the covered hall of the district headquarters.
The government had also decided to set up border security posts at various bordering areas of seven hilly districts – Manang, Solukhumbhu, Sindhuli, Taplejung, Dolakha and Sankhuwasabha. Of them, the Ministry of Home Affairs has deployed APF only in Mustang district so far.
