“There has been delay as no agreement could be reached among the parties even after sitting for meetings five times,” Rimal said. “Due to the delay all development work has been stalled.”

He also said that due to political disputes, the Municipality Council meeting has been postponed several times.

Holding a press meet, Rimal announced the passing of the budget on Friday. He said he had to act alone as neither the council meeting could be held nor the parties arrived at any agreement.

The parties have been pressing for removal of six staff of the municipality.
