Rights violation cases decreasing: NHRC

KATHMANDU, Sept 12: The number of rights violation cases has gone down this year compared to the last fiscal year, according to the National Human Rights Commission (NHRC).



According to the annual report submitted by NHRC to President Ram Baran Yadav on Thursday, a total of 219 complaints related to murder, abduction, enforced disappearance, torture and threat, among others, were registered during the fiscal year 2012/13. The number of such cases was 276 during the fiscal year 2011/12. [break]



NHRC, in its report, has stated that the number of incidents related to human rights violation has been decreasing in recent years.



According to the report, only three death related complaints were registered at the commission during fiscal year 2012/13. Twenty-nine death related complaints had been registered during the previous fiscal year.



Altogether 11 complaints related to abduction were registered during the fiscal year 2011/12. As per the NHRC report, security forces were involved in three cases of abduction. Similarly, UCPN (Maoist) were involved in two cases, other political parties in two cases and unidentified groups in four cases of abduction.

According to the report, the security forces were involved in 42, other government bodies in two, UCPN (Maoist) in one and other groups in nine 9 torture relate cases.

Altogether 10 cases related to extrajudicial detention were registered at NHRC during the fiscal year 2011/12.



Security forces were involved in five cases related to threats, UCPN (Maoist) in two, other parties in seven, unidentified groups in one and government bodies in one such case, states the report.



According to NHRC annual report, 11 complaints related to violation of child rights and 22 related to violation of women rights were registered at the commission during the fiscal year 2011/12.



Similarly, NHRC registered nine complaints related to caste-based discrimination during the fiscal year 2011/12. The status of implementation of recommendations made by NHRC to the government, however, remains very poor.



The government has implemented only 99 out of 501 recommendations made by the commission. The commission has suggested to the government to promote human rights by implementing its recommendations.

NHRC has also urged the political parties to respect the rule of law.
