Regulation drafting committee fails to settle row over hearing committee

KATHMANDU, March 21: Even after concluding the clause-wise discussions over the new parliament regulations, the parliament regulation drafting committee failed to settle the dispute over the Parliamentary Hearing Special Committee (PHSC) on Monday.

The deadlock will hit appointments at the constitutional bodies.

The new constitution has envisaged a 15-member parliamentary hearings special committee comprising members from both the House of Representatives and the National Assembly.

In accordance with the provision, a sub-committee under the regulation drafting committee had proposed a 15-member hearings committee in the draft of the new regulation. However, the draft was not endorsed from the full committee after being opposed by the lawmakers from Nepali Congress.

The largest political party in the parliament has been stressing on continuation of the existing hearings committee which comprises 73 members from all political parties in the parliament.

The Judicial Council had recently recommended 11 justices at the Supreme Court. Their appointment has been left in limbo as dispute over the hearing committee has not been settled yet.
