All government and non-government offices, schools and businesses remained shut in Rajbiraj on Monday. Vehicles also stayed off the road.
A struggle committee formed to protest the killing of Akhilendra Yadav, 25, also announced to block the East-West Highway from Monday to press the government to meet their demands. The committee, however, has decided not obstruct emergency services and the media.
At least three persons were injured when an APF patrol on Friday opened fire after locals at Itahara Bishnupur clashed with them after the police seized chemical fertilizers illegally imported from a nearby Indian town. Yadav died on the spot.
The struggle committee has demanded resignation of Home Minister Bhim Rawal and suspension of Saptari chief district officer and chiefs of Nepal Police and APF in Saptari. It has also asked the government to declare Yadav a martyr.
The agitating locals also demanded the government to allow them to bring chemical fertilizers for personal use from nearby Indian towns unhindered until the government provides them it in discounted price.
