Stating that the transition has been very painful to the people who had believed that there would be peace, stability and development in the country after the political change, President Yadav called on the political parties to institutionalize the achievements made so far and to seek an outlet through mutual consensus among the parties keeping the country in the centre.[break]
Speaking in the function organized here on Saturday on the occasion of the Founding Day of Nepal Chamber of Commerce, President Yadav said, "Everyone from the Head of State to the peasant want a political outlet, constitution and a prompt end to the transition."
Let us institutionalize the achievements made so far by bringing the main law of the land, and bring another constitution by protecting this constitution. Let us also work by committing ourselves to the nation and keep the nation in the centre, President Yadav said.
Recalling that the political parties had expressed their commitment to forge consensus by mid-October when he held consultations with them some time back, President Yadav however, underlined that such consensus should be made in package and not in bits and pieces.
"Everyone, from the Head of State to the peasant is concerned that appointments to the vacant constitutional posts be made, a government of consensus be put in place, the election process be initiated and that the election dates be fixed. This also needs to be done in package and not in bits and pieces. The government and especially the political parties have greater role to play in this," he added.
Calling upon the major political parties including the UCPN (Maoist), the Nepali Congress, the CPN (UML) and the United Democratic Madhesi Front to be more active for finding an outlet from the present political impasse, he said he had been appealing to the political parties for the same time and again.
President Yadav also reminded the leaders of the political parties not to forget that the Interim Constitution has made provisions for the post of the President and also specified that the main duty of the Office of the President is to protect and follow the constitution.
"Now it is my duty to protect and follow the constitution. Should I merely worship that book or protect it," the President said with an annoyed expression.
President Yadav also said no Article of the Interim Constitution has made the provision for bringing one-third or full-fledged budget in the absence of the Parliament.
"How can the budget be brought when there is no Parliament? The parties need to reach consensus for the budget. There is no Article in the interim constitution for bringing the full budget in the absence of Parliament. The consensus of the political parties was required for that," he stressed.
Stating that the either the political parties or the Constituent Assembly failed for new constitution not coming from the Constituent Assembly, the President noted that the Supreme Court had stated in its verdict that the CA would be automatically dissolved if it failed to give a new constitution.
However, the CA, the CA chairman and the political parties could not internalize that, President Yadav said.
President Yadav stated that the Supreme Court had also suggested making appropriate arrangements, but the government made a big mistake by declaring election without making the legal arranegemnts for that.
"The government committed a blunder, the Constituent Assembly (CA) made a mistake. The government declared the election for new CA , there is no law for that and the constitution is in a state of deadlock," the President noted.
