The ordinance, named Constitutional Council (Functions, Duties, Powers and Procedures) 2077 (First amendment), was recommended to President Bhandari by the then KP Sharma Oli government a few days before the dissolution of the House of Representatives (HoR) for the first time on December 20, last year.
The Oli government made more than 50 appointments at various constitutional bodies based on the amendments made through the ordinance. Those appointed as per the ordinance did not go through the mandatory constitutional provision of parliamentary hearing, either.
A number of writ petitions demanding the invalidation of those appointments are pending at the Supreme Court.
