There is a constitutional provision of the President addressing the Legislature-Parliament and presenting the government's policy and program on the eve of every Fiscal Year.
It is customary for the government to present the statement of the estimated income and expenditure (budget) for the coming fiscal year, taking the policy and program document as the main basis.
