Prepare for 'revolt' as statute hopes recede: Dahal

PALUNGTAR, Nov 27: In his new political document presented at the ongoing plenum on Friday, Maoist Chairman Pushpa Kamal Dahal has stated that the party should make preparations for a "people´s revolt" as the chances of constitution drafting by May 28 next year are getting slimmer by the day.



Dahal did not rule out the possibility of formulating a constitution for a "People´s Federal Democratic Republic" and completion of the peace process, but the Maoist chairman argued that the party should also make preparations for a revolt if need be.[break]



"We should be prepared for retaliation against foreign domination through a people´s revolt. For this we will use the fronts of the street, the government and parliament," a participant quoted Dahal as saying while presenting his 24-page political document and giving clarifications on the issues raised by participants during the meeting.



As per Dahal´s plan, the party will launch programs till mid-February to strengthen sister organizations and chart out further strategy after assessing the possibility of constitution drafting by May 28.



On the issue of naming the party´s principal enemy, Dahal said it is a "fusion of Indian expansionism and domestic feudalism", and the party will bring out programs to intensify the struggle against the principal enemy.



Dahal and Senior Vice-chairman Mohan Baidya have the same argument that both India and domestic feudalism should be declared the party´s principal enemy, while Dahal´s position is vague on the issue of a people´s revolt, though it appears closer to Vice-chairman Dr Baburam Bhattarai´s that there will be a revolt when the possibility of formulating a new constitution ends.



Dahal also attacked Bhattarai, saying that the latter has used the "fronts of the street, the government and parliament" as the model of revolution. "It is not a model of revolution. We can use them only to achieve our goals," a leader quoted Dahal as saying during the meeting.

According to participants, Dahal was of the opinion that the party may have to launch a revolt six or seventh months later.



Leaders close to Bhattarai have stated that there is nothing new in the document. "It looks like old wine in a new bottle," said Maoist leader Ram Karki, who is close to Bhattarai. Similarly, leaders close to Baidya have stated that they agree with Dahal on some issues and differ on others. "It is positive. But there is always a difference between what you say and what you do. We again doubt that the official line would be implemented," Khadga Bahadur Vishwokarma told Republica.



According to sources, Bhattarai is likely to register a dissenting opinion on the issue of the party´s principal enemy. They said Bhattarai would raise his dissenting voice at the Central Committee (CC) meeting to be held Saturday or Sunday morning.



Earlier on Friday, the party held its Standing Committee meeting, which decided that the plenum would pass a single document that Dahal would prepare after accommodating the views of both vice-chairmen and the participants.



On Saturday, the vice-chairmen duo, who have presented separate documents at the plenum, will reply to queries raised by the participants.



Meantime, the YCL has significantly increased its survilence over the participants in a bid to prevent the latter from sharing the deliberations of the closed session.



During the plenum on Friday, Dahal indirectly attacked Netra Bikram Chand. "Leadership is not something that can be created overnight", Dahal said. Party insiders say Mohan Baidya is grooming Chand as a successor to Dahal.
