An MA in International Studies and Diplomacy from Oriental and African Studies from University of London, Bhattarai has experience of working in the party´s foreign department as secretary for eight years. He is doing PhD at Jawaharlal Nehru University, India.
Earlier, the prime minister appointed Raghu Panta as his political advisor while Bishnu Rijal as press advisor. Panta is CPN-UML politburo member and Rijal is the editor of CPN-UML-affiliated Budhabar weekly.
