KATHMANDU, Oct 1: The Parliamentary Hearing Committee (PHC) held a video discussion with the complainant who filed a complaint against the proposed Chief Justice, Prakash Man Singh Raut.

Prabal Basnet, a retired Nepali Army officer who filed a complaint against Raut, is currently in the United States. Committee members discussed the complaint he had submitted via video conference.

Basnet raised questions about the interpretation of the Army Act in a ruling made by the proposed Chief Justice Raut while serving as a Supreme Court justice.

His complaint was received by the PHC, but since he could not be physically present, the committee held the discussion via Zoom.

The provision for discussions using technology in parliamentary committees is included in the House of Representatives Rules 2079 BS. According to the Secretariat of the hearing committee, this is the first time such a practice has been implemented by the committee.
