Peace meet fails to make headway

KATHMANDU, Sept 15: A meeting between the leaders of the UCPN (Maoist) and the Nepali Congress on peace process, the first since the formation of the present government, failed to make headway after the NC rejected the Maoist proposal to finalize the rehabilitation package, start categorization of ex-Maoist combatants immediately and resolve other contentious issues later.



At the meeting, the Maoists proposed to the NC leaders to begin the process of categorizing the ex-Maoist combatants immediately after finalizing rehabilitation schemes and settle other contentious issues later. But the NC leaders begged to differ. [break]



“We told the Maoist leaders that all the contentious issues should be resolved in a package deal,” said NC leader Dr Minendra Rijal.



The NC leaders argued that the ex-Maoist combatants would be in a better position to decide their future only if they have the knowledge of the modality of integration and rehabilitation before categorization.



The leaders agreed that Maoist Chairman Pushpa Kamal Dahal would talk to NC President Sushil Koirala after the latter returns from Nepalgunj on Thursday.



NC leader Krishna Sitaula told media persons after the meeting held at the prime minister´s official residence that both the parties would search for common grounds to resolve the outstanding issues after holding discussions at the top political level of both the parties.



Earlier, speaking to media persons at his residence, Prime Minister Bhattarai expressed hope that there would be tangible progress in the peace process before his departure for New York on September 18 to take part in the 66th session of the UN General Assembly.







“Informal talks between leaders of the major political parties are underway. I myself am in contact with the top leaders of the parties. Efforts are underway to bring about tangible progress in the peace process before I leave for New York,” the prime minister said.



The prime minister said he is mindful of every passing minute and added that he would quit if the peace process does not see any progress.



“If I fail to take the peace process ahead, I will quit immediately. I will remain in the post until I feel I can make progress in the peace process,” Bhattarai told media persons. When asked why he opted to leave for New York at this critical juncture, the prime minister said the visit is necessary as the role of the UN cannot still be overlooked.



Downplaying the internal conflict in his party, Bhattarai said that the internal dispute would not affect the ongoing peace process and constitution drafting.

“I will move ahead maintaining balance in the peace process,” he said.



The prime minister also said the decision to return the seized properties would be implemented, adding that alternative arrangements would be made for the Maoists cadres who have been tilling the seized lands.
