Parties ink 6-pt pact: CA term to be extended by 6 months

KATHMANDU, Nov 29: Top leaders of the three major political parties—UCPN (Maoist), Nepali Congress and CPN-UML—and United Democratic Madhesi Front (UDMF) have inked a six-point understanding that also includes extension of the Constituent Assembly (CA) term by six months. The CA term is expiring on November 30.



The leaders struck the pact during a joint meeting held at the Ministry of Peace and Reconstruction in Singha Durbar on Tuesday morning, after discussing the proposal presented by the taskforce earlier formed to work out a timetable with regard to conclusion of peace process and constitution writing. In the agreement, the leaders have renewed their commitment to speedily accomplish the remaining tasks of the peace process and constitution writing in the spirits of the November 1 peace deal.



The agreement also says all disputed issues related to the peace process will be resolved through consultation with concerned parties and the government by mid-December. As per the seven-point peace deal, the issues were to be settled by November 23.



Likewise, the leaders have agreed that they would, now on, meet once every week to review the implementation of the peace deal.



Similarly, the agreement says the Constitutional Committee under the CA would unveil a time-bound action plan for constitution writing by December 6 and that the recently constituted State Restructuring Commission would come up with its report in two months from the date of its first meeting.



Also in the agreement, it is stated that a national consensus government would soon be formed after holding discussion at top political level.



The agreement is jointly signed by Maoist Chairman Pushpa Kamal Dahal, NC President Sushil Koirala, UML Chairman Jhalanath Khanal and Madhesi People’s Rights Forum –Democratic Chairman Bijaya Kumar Gachchhaadar.



Speaking to the media after the meeting, Maoist Vice-chairman and Deputy Prime Minister Narayankaji Shrestha said parliament would now endorse the CA extension proposal during the House meeting called for this afternoon.



NC Vice-president Ram Chandra Paudel said the pact has given momentum to the peace process.



Madhesi People´s Rights Forum-Republic Chairman and Minister for Information and Communications JP Gupta commented that the deal meant that the country would now certainly get the new constitution.



A day earlier, the four-member cross-party panel had agreed to extend the CA term by another six months as proposed by the government and in line with the recent Supreme Court verdict.



Maoist Secretary and Minister for Energy Posta Bahadur Bogati, NC General Secretary Krishna Prasad Sitaula, UML General Secretary Ishwar Pokharel and Chairman of Madhesi People´s Rights Forum-Republican and Minister for Information and Communications JP Gupta are the members of the taskforce.
