"This meeting directs the government to order the Education Ministry to revoke the DEO´s decisions and take action against the officers found distributing the quotas without following the due process," the PAC decision said. It has also instructed the government to inform the PAC about the action taken against the guilty officers.
The PAC has also charged Upendra Mandal, the erstwhile education officer working in Mahottari, of abusing his authority and misusing the state resources. The meeting directed the ministry to deprive him of any responsibility until the committee issues a further order.
On a similar decision taken by the Parsa DEO, the parliamentary committee also directed the ministry to halt the decision until further order, saying that various documents regarding the decision were not available for study.
The PAC took the decision on the basis of recommendations made by a subcommittee headed by committee member Keshav Prasad Mainali. The subcommittee came up with an interim report after making field visits to the districts.
