Ordinance must to complete peace process: PM

NEPALGANJ, Sept 15: Prime Minister Baburam Bhattarai has said that the ongoing peace process would remain incomplete if the ordinance on forming a Commission on Truth and Reconciliation and Disappearances is not endorsed by the president.



"We forwarded to the president the same bills that had been registered in parliament through consensus," Bhattarai told media persons in Nepalgunj before flying to Jumla on Saturday.[break]



He argued that the commission can´t be formed without formulating the act.



The prime minister also claimed that other bills that have been forwarded to the president are also of urgent nature.



"Laws are formulated through ordinances when there is no parliament. This is a practice worldwide," asserted the prime minister. "The new legislature will endorse the ordinances."



In a different context, the prime minister suggested two options with regard to ending the ongoing political stalemate. "There are no options other than to either reinstate the Constituent Assembly (CA) or elect a new assembly because the new constitution must be promulgated by the Constituent Assembly," explained Bhattarai.



Helicopter carrying PM makes emergency landing



Earlier, the helicopter carrying the prime minister and senior government officials made an emergency landing on the bank of Rapti River at Kachanapar in Banke district due to bad weather.



Chief Secretary Leelamani Paudyal, prime minister´s Personal Secretary Ganga Narayan Shrestha, secretaries and members of the National Planning Commission and Poverty Alleviation Fund were accompanying the prime minister. The prime minister set out on Jumla visit with a plan to make a one-night stay in a Dalit settlement in the remote district.
