Framework for operation of reconstruction fund to be prepared

KATHMANDU, Feb 13: The National Reconstruction Authority (NRA) has decided to form a high-level committee under the leadership of Chief Secretary Som Lal Subedi to prepare a framework regarding flow of fund for the operation of Reconstruction Fund.

KATHMANDU, Feb 13: The National Reconstruction Authority (NRA) has decided to form a high-level committee under the leadership of Chief Secretary Som Lal Subedi to prepare a framework regarding flow of fund for the operation of Reconstruction Fund.


 A meeting of the NRA’s steering committee under the chairmanship of Prime Minister Pushpa Kamal Dahal on Monday decided to form the high-level committee and asked Chief Secretary Subedi to come up with the framework within a week.  


 The authority would be able to carry out its job more independently and bypass procedural delays in the decision-making process if the Reconstruction Fund were immediately established.

 The fund allows the executive committee of the NRA to spend the money in the reconstruction works at its own discretion. There will be no need to seek approval from the Ministry of Finance, and the money under the fund does not freeze.  


 The fund currently has Rs 21 billion but due to delay on the part of the government in endorsing its working procedure, the NRA has not been able to use the amount as per its necessity.  


 A press statement issued by the NRA following the meeting states that the steering committee will make further decision on the reconstruction fund after reviewing the framework to be submitted by the chief secretary.
