Kathmandu, March 11: The National Planning Commission (NPC) is soon to issue directives to the ministries concerned not to permit any development plans and projects post mid-April.

Dr Adhikari, in an interaction programme organized here by Media International, spoke of the need to determine programmes and the budget ceiling as per the issues of national priorities.

Yubaraj Bhusal, a former finance secretary, opined that since the election of the local bodies was not held for long, the government has been ignorant regarding the amount and the sectors needing more budget.

Arguing that the government had not been able to allocate adequate budget for agriculture sector in the country, the former finance secretary underscored the need to formulate a specific policy for the effective use of budget for the same sector.

Similarly, Dr Baikuntha Aryal, Chief of Budget Division in Ministry of Finance, shared that capital expenses this year increased by 47 per cent compared to the last year. He further shared that of total budget ceiled for development for this fiscal year, only 20 per cent has been spent as of now.
