NPC holds budget discussions with four ministries for FY 2026/27

The discussions took place under the commission’s coordination with the Ministry of Finance as part of the initial stage of budget formulation. The talks involved proposals submitted by the Ministry of Home Affairs, Ministry of Land Management, Cooperatives and Poverty Alleviation, Ministry of Youth and Sports, and the Ministry of Women, Children and Senior Citizens.

KATHMANDU, March 30: Discussions have been held on the plans and programs proposed by four ministries for the upcoming Fiscal Year (FY) 2026/27 budget.



According to Harisharan Pudasaini, spokesperson for the National Planning Commission (NPC), the discussions took place under the commission’s coordination with the Ministry of Finance as part of the initial stage of budget formulation. The talks involved proposals submitted by the Ministry of Home Affairs, Ministry of Land Management, Cooperatives and Poverty Alleviation, Ministry of Youth and Sports, and the Ministry of Women, Children and Senior Citizens.


Earlier on Sunday, the NPC had held similar discussions with the Ministry of Finance, Ministry of Foreign Affairs, and the Ministry of Law, Justice and Parliamentary Affairs.


Based on the Medium-Term Expenditure Framework prepared by the NPC, the budget ceiling determined by the National Resource Estimate Committee, and guidance from the Ministry of Finance, ministries are currently entering their proposed plans and programs into the Line Ministry Budget Information System (LMBIS).

As per the Public Finance Management and Financial Accountability Act, 2019 (2076), each ministry must prepare policy, program, and budget proposals for its subordinate bodies within the allocated budget ceiling and submit them to the NPC and the Ministry of Finance within the given deadline. The Finance Ministry had set March 29 as the deadline for ministries to submit their proposals.


Meanwhile, newly appointed Finance Minister Dr Swarnim Wagle has stated that the government will introduce a transformative budget for the upcoming FY.


Accordingly, the Finance Ministry has instructed ministries to propose only those projects that align with existing government policies and periodic plans, follow the medium-term expenditure framework, have completed preparatory work and cost estimates, and include projections of expenditure and resources for the next three years.


The NPC also said that the selection of plans and programs for the upcoming budget is being guided by the ruling party’s election manifesto, the 100-point governance reform agenda approved by the Cabinet on March 27, the Good Governance Roadmap, and provisions set for 2082.
