The Commission has prepared a plan to forward the reconstruction tasks in four phases on the basis of international trend, national strategy regarding disaster management approved by the government and working modality of national disaster to face the situation of disaster.
The Commission said that it has prepared a main policy to make the life systematic and to give stress on excellent construction rather old one for the modern and safe settlement.
The policy prepared by the Commission has mentioned to improve and newly construct unsystematic and settlements, which are at risk, by taking the situation of disaster as an opportunity. The Commission has prepared the plan by determining the responsibility of different ministries and bodies along with 40 work details and deadline.
The Commission has suggested the government to give priority to the opportunity of employment to those people from backward society by reviving such class of the society and to prepare a policy by creating an opportunity of employment in local level.
The Commission has adopted a work policy to run a land integration program by formulating a land use plan and constructing a systematic settlement to implement the policy.
Similarly, the policy has stressed on review of building conduct and its effective implementation in rural areas too and encouraging for the construction of safe buildings.
The Commission has given priority in conservation, promotion and reconstruction of heritages having historical, cultural, religious and archeological importance.
Likewise, the commission has adopted a work policy to give high priority to losses caused by the disaster while formulating a plan regarding education, health, drinking water and hygiene.
Commission member Dr Prem Prasad Dangal said that the Commission has prepared a plan along with a work policy in order to creating an opportunity of employment and capacity building by expanding rehabilitation of economic and social infrastructures and new construction tasks.
The first phase of the plan prepared by the Commission mentions-- rescue and relief, second phase-- preliminary revival (normalizing life), third phase-- infrastructures revival (estimate and evaluation of impact of disaster) and fourth phase--resettlement, reconstruction and new constructions.
The Commission said that the policy would be implemented after the council of ministers approves it.
