Writing a ´very important letter´ to the Office of the Prime Minister and Council of Ministers on Monday, the NHRC told the government that, as the case it raised about Adhikari´s murder was not fully investigated, the parents of the killed one awaiting justice would be hurt much and a time would come that government itself needs to own up the responsibility.[break]
Human Rights Officer at the NHRC, Uma Joshi, while reminding the government about the Supreme Court´s order to complete the investigation on the cases of the incidents during the armed insurgency, wrote, "It must be in government´s recognition that the decision of the Office of the Prime Minister made on May 23, 2006 would not hold relevance to this case."
The letter further said catering justice to the victims by establishing truth is a major aspect of the peace process; and halting investigation breaching victims´ rights to justice at a time the formation of the truth and reconciliation commission was delayed would go against transitional justice and laws. So, initiation with proper investigation on the case must be taken quickly, the NHRC emphasized in the letter.
The NHRC had written to the Chitwan District Police Office to immediately initiate investigation and take action over the case filed on the abduction of Krishna Prasad Adhikari and subsequent murder on June 6, 2004 by the cadres of then CPN (Maoist) during the armed insurgency.
Moreover, the NHRC on April 5, 2009 had written next letter to the concerned authority to provide Rs 300,000 as compensation to the victim family with their restoration and necessary security.
