NHRC, in association with Nepal Bar Association, Federation of Nepalese Journalists and NGO Federation of Nepal, has been monitoring the human rights situation in the earthquake affected districts.Although the previous government began the process of setting up the proposed Reconstruction Authority through an ordinance, the government failed to pass the bill from the parliament, leaving the fate of the authority in limbo.
"NHRC is concerned that the rights to shelter, health, education and livelihood of the victims of the April 25 earthquake and aftershocks are yet to be restored," stated the NHRC issuing a press release on Wednesday.
The monitoring report has stated that the situation of quake-affected people has been deteriorating day by day due to growing winter, fuel crisis, and shortage of essential items and black marketing of necessary goods.
"Thus, the commission draws the attention of Nepal Government to make necessary arrangements immediately to resolve the humanitarian crisis," stated the NHRC.
The monitoring teams of the commission have found that some quake-victims were still deprived of identity cards and the immediate relief amount of Rs 15,000.
The report has highlighted the fact that the shortage of essential goods because of the strike and blockade by Madhes-based parties has added to the misery of earthquake affected people. "Meanwhile, the agencies and non-governmental organizations working to provide relief have been passive because of fuel shortage, which has deprived the victims of much needed relief," stated the NHRC.
The NHRC has asked the government to pay attention to the problems of the affected people and provide relief materials to help them cope with the upcoming freezing weather.
The NHRC has also urged NGOs and INGOs to support the quake-affected people.
