New standards being set for orphanages

KATHMANDU: The Central Child Welfare Board has proposed a new set of “minimum standards” for orphanages operating in the country, an official at the board said.



The 90-point proposal includes, for the first time, provisions for protecting of children from violence, discrimination, and exploitation while living in the orphanages.



“The proposed minimum standards are meant to secure children’s rights in line with International Conventions,” said Santosh Thapa, an official at the board.



The proposal includes requirements under a dozen headings such as accommodation, education, sports, entertainment, health, food and psychosocial requirements of children.



“The proposed standards aim to eliminate inadequacies present in the minimum standards set five years ago,” Thapa said.



The proposal will be sent to the cabinet for approval after fine-tuning, Thapa said.



There are over 450 orphanages operating in the country that accommodate over 30,000 orphans. Once the standards are enforced, all the orphanages will have to comply, or else face closure.
