New secys assigned, transferred<br/>Envoys named for US, India

KATHMANDU, Aug 3: The government has assigned responsibilities to 22 newly promoted secretaries, transferred 26 other secretaries to various ministries, commissions and regional administrative offices, and left the postings of nine secretaries unchanged.



A cabinet meeting held at Singha Durbar on Monday evening took a decision to this effect, ending much speculation. [break]



The meeting assigned responsibilities to the newly promoted secretaries, disregarding their expertise and areas of knowledge and experience.



Secretary Udaya Raj Sharma has been transferred to the Ministry of Environment. Sharma has expertise in forestry. Sharma had differences with line minister Deepak Bohara over the issue of renewal of licenses for hotels inside Chitwan National Park. Secretary Tana Gautam, who has specialized in local development, has now been given responsibility for the National Vigilance Center.



Secretary Ram Hari Aryal, who was serving at the President´s office, has been transferred to the Ministry of Science and Technology. Newly promoted secretary Nathu Prasad Chaudhary is placed at the Office of the Vice President.



Secretaries Dhruba Sharma, Madan Bhattarai, Ram Chandra Man Singh and Trilochan Uprety have been transferred to the Office of Prime Minister and Council of Ministers. Secretary Lila Mani Paudel continues at the PM´s office.



The secretarial responsibilities of secretaries Rameshwar Khanal and newly promoted secretary Krishna Hari Baskota remain unchanged, at the Ministry of Finance. Baskota was previously serving there as acting secretary.



While Secretary Pratap Kumar Pathak continues at the Ministry of Industry, Secretary Shankar Koirala has been sent to the Ministry of Energy. Secretary Babu Ram Acharya has been transferred to the Ministry of Labor and Transport Management from the Prime Minister´s office. Secretary Braja Kishore Prasad Shah has been shifted to the Ministry of Agriculture and Cooperatives from the Public Procurement Monitoring Office.



The Home Ministry retains its existing secretary, Govinda Kusum. Newly promoted secretary Nagendra Ghimire has been posted at the Ministry of Tourism and Civil Aviation.



Gyan Chandra Acharya continues at the Ministry of Foreign Affairs. Secretary Yub Raj Bhusal has been placed at the Ministry of Forest and Soil Conservation. Secretaries Chhabi Raj Panta and Purna Kadariya have been given secretarial responsibility at the Ministry of Land Reform and Management and the Ministry of Physical Planning and Works, respectively, leaving their responsibilities unchanged.



Secretary Deep Basnet has also been placed at the Ministry of Physical Planning and Works. Secretaries Shyam Mainali and Krishna Gyawali have been placed at the Ministry of Local Development while Secretary Niranjan Baral has been posted to Kathmandu Metropolitan City. Newly-promoted Secretaries Sudha Sharma and Prabin Mishra have been assigned to the Ministry of Health and Population.



Secretaries Mod Raj Dotel and Pramod Karki have been posted at the Ministry of Culture and Constituent Assembly Affairs. General Administration Secretary Bala Nanda Paudel´s responsibilities remain unchanged.



Secretary Uma Kanta Jha has been placed at the Ministry of Irrigation. Likewise, Secretaries Sushil Ghimire, Punya Neupane, Dipendra Thapa and Nabin Ghimire have been given secretarial responsibilities at the Ministry of Information and Communication, Peace and Reconstruction, Education, and Defense, respectively. Another secretary, Ram Swarup Sinha, has also been posted at the Education Ministry.



Secretaries Bhagawati Kafle, Keshav Bhattarai, Yagya Gautam and Yub Raj Pandey have been placed at the Commission for Investigation of Abuse of Authority, Public Service Commission, Election Commission and National Planning Commission, respectively.



While Secretary Kishore Thapa has been placed at the Water and Energy Commission, Mohan Banjade will continue heading the Nepal Law Commission. Secretary Abanindra Kumar Shrestha has been placed at the Office of Auditor General and Secretary Shankar Pandey at the Office of Public Procurement Monitoring.



Likewise, Secretary Dinesh Hari Adhikary has been placed at the Administrative Reform Commission. Secretaries Binod Gyawali, Shree Ram Panta and Ganesh Joshi have been placed at the Office of Cantonment Management, Freed Kamaiya Rehabilitation Centre and High Level Land Reform Commission, respectively. Among others, Secretary Rudra Kumar Shrestha has been posted at the Regional Administrative Office, Pokhara and Acting Secretary Dhan Raj Ratala has been placed the Regional Administrative Office, Surkhet.



Dr Sharma, Rana picked for US, India envoys



The government has nominated Dr Shankar Sharma as envoy to the US and Rukma Shumsher Rana to India. Dr Sharma is a former vice chairman of the National Planning Commission and Rana is a former chairman of the Nepal Olympic Committee. A cabinet meeting on Monday took a decision to this effect.
