KATHMANDU, Oct 9: Nepali Congress (NC) Central Working Committee members are sharply divided over whether nor not to defer the scheduled Mahasamiti meeting as suggested by party president Girija Prasad Koirala. [break]

A majority of members present in a meeting held at party headquarters on Thursday insisted that the party should hold the Mahasamiti meeting scheduled for November 1-3 as there is a need to bring massive changes to the party´s statute and also develop the official stance of the party on various issues with reference to the new constitution being written.

The Mahasamiti, which is supposed to formulate party strategies and set out a new course of action, has not met even after the success of the democratic movement of April, 2006.

GP Koirala on Wednesday again asked the party´s senior leaders to defer the Mahasamiti meeting till next year as it would involve huge costs.

Koirala has been saying that a Mahasamiti meeting would not be necessary at a time when a General Convention of the party has already been called. The party´s 12th General Convention is to take place in February, 2010.

The meeting has asked party office bearers including the acting president, senior leader Sher Bahadur Deuba, vice presidents and general secretaries to decide the issue at the CWC meeting scheduled for Friday, according to General Secretary Bimalendra Nidhi. Friday´s meeting is likely to take a decision whether to defer the Mahasamiti meeting till next year.

The CWC meeting also discussed issues related to the merger of the two factions of the party at village and district levels. Difference between the two factions persist in over half the 75 districts even two years after the unification of the NC (Democratic) with the mother party.

CWC members, mostly those belonging to the former NC (D), protested a committee proposed by party Acting President Koirala to resolve the differences at the district level.

Senior leader Sher Bahadur Deuba suggested either inducting two more leaders belonging to the former NC (D) or settling the issue at the central level. "The meeting could not take any decision on either of the issues discussed today," said Nidhi.
