NC senior leaders, who had earlier amended general convention date for September 19-22, have said the general convention could be deferred further.On Monday, the four major parties agreed to have a provision allowing political parties to defer their general conventions by additional six months under special circumstances. Normally, parties are required to hold their general conventions every five years.
Leaders say this provision would allow NC that has already deferred its convention for year to it further for six months. The Interim Constitution and the draft constitution make it mandatory for political parties to hold their general convention every five years.
The NC statute states that general convention shall be held every four years and it can be deferred for a maximum of one year under special circumstances. The NC, which held its 12th general convention in Kathmandu in September, 2010, had decided to defer its general convention for one year in September last year.
Speaking at a press meet organized by the Nepal Press Union on Monday, Minister for Information and Communications Dr Minendra Rijal said NC's general convention is highly likely to be deferred if the new constitution is promulgated by September 1.
"Both constitution promulgation and NC general convention cannot happen at the same time. NC general convention can be deferred if other parties agree to amend the constitutional provision," said Minister Rijal.
An emergency meeting of the NC CWC held on August 2 had decided to hold the 13th general convention from September 19 to September 22.
