KATHMANDU, Oct 19: While the government plans to deploy the Nepal Army (NA) across the country a month ahead of the Constituent Assembly (CA) elections, NA personnel are yet to reach the remote constituencies in the mountains.

NA personnel have already reached more than 75 percent of the constituencies as of Saturday. [break]

They will reach the remaining constituencies within a few days, according to NA Directorate of Public Relations (DPR). “Because of weather conditions and remoteness, we are yet to reach some constituencies,” said NA Spokesperson Brigadier General Jagadish Chandra Pokharel.

The government plans to deploy more than 61,000 NA personnel in 240 constituencies as per the integrated security plan. Though most of the mountainous districts have fewer constituencies and are less sensitive in terms of security, we need to deploy sufficient number NA personnel, he said, adding that they would cover all the remaining constituencies within the next two to three days.

Though both Nepal Police and Armed Police Force (APF) have also been deployed, the deployment of NA will depend on the level of security threat during and after the CA polls, said Pokharel.

Flag march will be conducted in all the constituencies from Sunday but three days before the elections we will mobilize separate picketing force along with the striking and mobile forces at different strategic points, he said.

To make the election free, fair and fearless, NA will deploy the forces as per the Integrated Election Security plan under civil authority but the chain of command of NA will remain intact, according to NA officials.

NA will take over if the situation goes out of the control of paramilitary force, said Pokharel. “Despite some shortcomings related to transportation and logistics, we are fully prepared to fulfill our responsibility, he added.
