“The marginalized communities, women, Muslim and other oppressed groups would not get absolute right if Madhesh would be divided in the name of various provinces,” reads the election manifesto unveiled by the MPRF-N on Tuesday. [break]
The manifesto further said that ‘autonomous Madhesh province could only fulfill the aspirations of the entire Madheshi communities residing in Tarai’.
The party has proposed directly elected executive president in the governing system. “The President will chair the council of ministers,” said the party Chairman Upendra Yadav unveiling the election manifesto. He further said that the president should be responsible to the cabinet.
The party’s system of governance is similar to the UCPN (Maoist) as the latter also proposed executive President. “The president will enjoy major executive power and he will be responsible for “overseeing day-to-day governance and running the administration,” said Amresh Narayan Jha, member of manifesto drafting committee.
“The westminister model of governance could neither bring political stability, nor can fulfill aspirations of various ethnic groups,” further reads the manifesto.
"The prime ministerial model has always invited political instability in the country," Jha stressed that there would be some provisions in the constitution that would not let the president become an autocrat.
He further claimed that the prime ministerial model of governance has "totally failed in Nepal." The manifesto further said that there should be both provincial parliament and central parliament.
