Baburam Adhikari, joint secretary at the MoGA, informed that the ministry will transfer civil servants only to the offices where there is an urgent need of manpower.
"In the new fiscal year, we will refrain from transferring civil servants in a way that will put additional financial burden to the ministry in the form of traveling and daily allowances," said he.
Traditionally, MoGA has been transferring civil servants at the beginning of the fiscal year as per the Civil Service Act. Last year alone, the ministry had transferred around 800 civil servants to various ministries, including the Ministry of Finance, Ministry of Home Affairs, Office of the Nepal Trust, Ministry of Science and Technology, Ministry of Culture, Ministry of Industry, Ministry of Agricultural Development and Ministry of Federal Affairs and Local Development.
He said that the ministry might transfer around 400 civil servants in the new fiscal year. "This year, we have prioritized some specific areas for transferring civil servants like sending them to the government offices in the quake-affected districts and to the offices that are usually swamped with service seekers," added he.
He said that the ministry will transfer civil servants only to the offices like VDC office, land-revenue and transportation offices where there is high turn out of public.
Suresh Adhikari, spokesperson of the MoGA, informed that the ministry is not going to transfer junior-level employees like drivers and peons this time. Last year, around 200 drivers and peons were transferred to various ministries.
Civil servants seeking transfers have already started submitting applications. Every year, over 3,000 civil servants submit applications seeking transfers.
Officials at the ministry said that civil servants in the ministries that have come under the scrutiny of the Commission for the Investigation of Abuse of Authority (CIAA) have now shown interest to get transferred to low-profile ministries.
As per the Civil Service Act, civil servants who have served at one office for at least two years, and those who have served for at least one-and-a-half years in remote area are eligible for transfers.
