The sixth plenum of Maoist at Palungtar, Gorkha had delegated the responsibility of finalizing the immediate action plan after it had failed to draw conclusion on three papers presented by Chairman Pushpa Kamal Dahal, vice-chairmen Mohan Baidya and Dr Baburam Bhattarai.
