Sapkota warned that without a proper budget calendar, efforts might fall into the pattern of "Asare Bikas," a term referring to last-minute, hasty development activities typically seen at the end of the fiscal year. He stressed the need for a system that rewards diligent work and penalizes inefficiency, ensuring that the budget yields the intended results and benefits.
"Even if all of them work properly in the contracting office and whether or not they follow the budget, they get their salaries," Sapkota said, "I see the need for us to make a budget calendar so that if you work, you will be rewarded and if you don't, you will be punished."
