On June 23, 1991, the former Rukum District Court convicted KC in case of forgery in a property dispute with his wife, slapping a one-year jail-term and imposing a fine of Rs 2,000. According to DSP Kharel, lawmaker KC had posted a bail amount out of which the Rs 2,000 fine had already been deducted but he had not served the sentence.
DSP Kharel added that although lawmaker KC was on the fugitive list of the police for a long time, he was not arrested because the police was not notified about the case and the consequent conviction. “The DPO was informed of the case last year and we had been searching for him since then, tracking his movements whenever possible,” DSP Kharel told Republica, “We could not nab him because of his political position but we were pressuring him to surrender.”
Lawmaker KC was elected from the provincial constituency no 1 (B) of Rukum East as a candidate of the Nepali Congress party in the last general election. He has been on the absconding list since 1991.
