KATHMANDU, July 12: The Local Peace Committee (LPC), Kapilvastu is learnt to have secretly spent the budget earmarked for conflict victims to organize a seminar.

The committee had received Rs 100,000 to provide computer training to the conflict affected people. Officials of the committee claimed that they spent the amount on other programs as no conflict victims applied for the training. The money was spent on an orientation program for the VDC level officials of the committee held on July 1-2. The participants of the program were also provided Rs 400 each in allowance. [break]

Chandra Kant Sharma, coordinator of the LPC, said that they spent the amount as no conflict victims expressed interest in computer training. As per the existing laws, the peace committee it can not transfer budget from one header to another.

The conflict victims, on the other hand, accuse the LPC officials of misappropriating the fund meant for them.

“It is not justifiable for the LPC to spend funds meant for conflict victims for other purposes” said Ram Ujagir Chaudhari, a conflict victim from Dhankauli. He also claimed that the office had not informed the locals about the computer training program.

Saddam Musalman, another conflict victim, warned of protest against LPC if it does not organize the commuter training program for the conflict victims.

Rights activist Om Prakash Aryal said LPC violated the laws by spending the budget meant for conflict victims on other programs.
