Local level employees withdraw protest following 19-point deal with govt

KATHMANDU, Oct 15: The protesting local level employees have withdrawn their protest program. The protest was withdrawn following the signing of a 19-point agreement between the government and the representatives of the local level employees who were opposing the Federal Civil Service Act.

A meeting was held on Saturday between the employees’ Central Struggle Committee who were protesting with 20 points demand and the government negotiation team formed under the coordination of Kamal Prasad Bhattarai, Joint Secretary of the Ministry of Federal Affairs and General Administration.

Ram Prasad Neupane, co-coordinator of the committee, said that 19 points were agreed upon in the talks held at the Ministry of General Administration.

The demand of the struggle committee to have an integrated civil service act instead of the federal civil service act has been mentioned in the agreement to include the minimum standards regarding the service and conditions of the employees of the union, state and local services.

It is also mentioned in the agreement that the government talks team regarding the level increase and promotion of the employees will increase the level every five years and in the case of the service period reaching twelve years in the same post it will be initiated to increase the level up to two levels for one time.

According to the provisions of the Employee Adjustment Act, 2075 BS, the agreement ensures that employees with corresponding adjustments will have the opportunity for promotion to federal civil service positions. Additionally, the agreement stipulates that officials at the sixth grade employed at the local level, based on recommendations from the Public Service Commission's 2076 BS advertisement, will receive equal promotions to the seventh grade across all provinces, in compliance with the law. Efforts for level matching and adjustment will also be initiated as part of the agreement.
