KMC to implement regular market monitoring from August 18

KATHMANDU, Aug 13: Kathmandu Metropolitan City (KMC) has announced its plans to initiate comprehensive and routine market monitoring. This decision, which will come into effect from August 18, aims to enhance the organization and regulation of local markets.

KMC's proactive preparations include the development of monitoring indicators, collating relevant information, detailing procedures, and outlining work plans throughout the month of Shrawan (mid-July to mid-August). Deputy Mayor Sunita Dangol, also the coordinator of the monitoring committee, emphasized that effective from August 18, both routine and ad hoc market monitoring will be systematically conducted.

Deputy Mayor Dangol highlighted, "While emergency monitoring has been ongoing, our focus is now on establishing a structured and consistent monitoring framework."

To facilitate this effort, a task force has been established to devise a comprehensive 'Monitoring Procedure,' which is currently underway. The formulation of the 'Monitoring Team Operational Procedures' is also in progress. Key tools for this results-driven monitoring approach encompass an annual plan, procurement plan, monitoring and evaluation plan, as well as policy implementation strategies.

In contrast to past practices, where monitoring primarily occurred in the lead-up to festivals within its jurisdiction, KMC acknowledged the limited efficacy of seasonal monitoring and its inadequate benefit to consumers. As a result, the municipality has shifted towards initiating monitoring activities several months ahead of festive periods.

For the ongoing fiscal year, KMC has allocated Rs 35 million for the 'Swacha Bhancha' program, dedicated to maintaining the sanitation standards of both individual and institutional kitchens within its jurisdiction. Additionally, a total budget of Rs 926.6 million has been allocated for the broader municipal health program.

At the local level, a dedicated Consumer Rights and Market System Monitoring Committee, chaired by the Deputy Mayor, has been established. The committee oversees the execution of annual programs and monitors their progress, with the Deputy Mayor coordinating its activities. The implementation of programs sanctioned by the Budget and Program Formulation Committee, approved by the Municipal Assembly, is subject to scrutiny by the Monitoring and Supervision Committee, led by the Deputy Mayor.

The Supervisory Committee's activities are overseen by a specialized unit. To ensure comprehensive coverage, five distinct monitoring teams have been assembled under this committee's umbrella. These teams are tasked with overseeing aspects of public livelihood and addressing issues of public concern.
