JITCO lists 172 Nepali manpower agencies

KATHMANDU, Aug 4: Japan International Training Corporation Organization (JITCO) -- a Japanese government agency responsible for developing human resources in developing countries -- has approved the list of 172 manpower companies recently designated by the Nepal government. [break]



The positive response from the JITCO has paved the way for sending Nepali industrial trainee workers to work in Japanese industrial enterprises.



The Ministry of Labor and Transport Management MoLTM (MoLTM) had recently sent the list of 172 designated manpower companies to JITCO.



Nepal had signed an agreement with the JITCO -- to designate Nepali manpower agencies for sending the workers to Japan -- during the visit of the then secretary of the MoLTM to Japan.



“It has paved the way to start the process to send Nepali trainee workers to Asia´s largest economy,” Purna Chandra Bhattarai, joint secretary at the MoLTM, said.



Bhattrai said a draft of guideline has been formulated -- incorporating spirit of guidelines set by the JITCO and Foreign Employment Regulations -- to streamline the sending process. The guideline includes nature of works, qualification of workers and sending procedures among others.



Nepali manpower agencies will get demands of trainees from employer enterprises through JITCO and initiate the sending process after getting permission from the MoLTM.



The government started diplomatic efforts to send Nepali jobseekers -- ranging from highly skilled to semi-skilled -- to Japan in January last year.



Japan plans to hire 1.3 million foreign workers from 16 different countries, including Nepal, China, Bangladesh, Indonesia, Vietnam, the Philippines, Myanmar and Peru.



Though the Federation of Nepalese Chambers of Commerce and Industry (FNCCI) was designated as a sole agency to send Nepali trainees in December, 2003, it had failed to send the workers. However, the FNCCI had sent six women trainees to Japan to work in garment factories.



As per the agreement with JITCO, the trainees will have to take job specific training in the first year and will be selected for technical internship training program the next year, if their performance is satisfactory.
