KATHMANDU, Oct.12: Inmates at the Central Jail, Sundhara, have submitted a memorandum to the Prime Minister and the Home Minister through the prison office Jagannathdewal, Tripureshwar, calling for giving amnesty to inmates who have completed half of their prison terms.

The memorandum has expressed concerns over the government decision to grant amnesty to only 32 inmates across the country on the occasion of the Bada Dasain, the greatest festival of the Hindus, this year.[break]

Inmates who have completed half their jail term used to get amnesty on the occasion of the Dasain festival since the Panchayat regime and as per the practice some 600 prisoners have to be freed this year, added the memorandum.

Though some 103 inmates have to be released from the central jail on the occasion of the Dasain festival this year, only four were released, said the memorandum.

The inmates have, through the memorandum, drawn the government´s attention towards its ´discriminatory policy´ in terms of granting amnesty to prisoners.

The Department of Prison Management has said it had proposed the names of prisoners meeting the criteria for amnesty this year, but the Cabinet meeting recommended the name of only 32 inmates.
