The procedure is believed to be important to make the transfer of CDOs fair, transparent and orderly, said Home Secretary Binod Prakash Singh. The procedure has been introduced as per the instructions of Home Minister Rabi Lamichhane.

The procedure also outlines the conditions to be met for being appointed a CDO in A, B and C category districts. For example, for being assigned as a CDO of the districts in the Kathmandu Valley, prior experience of working as a CDO in B and C category districts will be required.
