The Haliyas are the former bonded farm labourers who have been tied to certain high-caste families through traditional debt to work as farm help.[break]
The Freed Haliya Rehabilitation and Monitoring Taskforce, Kanchanpur issued the identity cards to 168 former Haliyas in one Municipality and six VDCs in the district under the first phase.
The taskforce said there are some 3,700 former Haliyas in Kanchanpur District alone. The government aims to distribute identity cards to some 20,000 former Haliyas in 12 districts of the Mid-western and Far-western regions by mid-January 2012.
