Gurung found guilty of acquiring citizenship twice

SURKHET, Jan 30: Nawaraj Gurung, an executive member of Birendranagar Municipality, has been found guilty by the District Administration Office, Surkhet for acquiring citizenship certificate twice with different dates. The DAO conducted a six-month long investigation into a complaint filed against Gurung, accusing him of holding two different citizenship certificates of Nepal simultaneously.


Gurung received his first citizenship (citizenship number 11875) on 11th January 1989 and second citizenship (citizenship number 17122) on 5th August 1992 from the District Administration Office Surkhet. In his first citizenship, the date of birth is 20th October 1971, and in his second citizenship, the date of birth is 10th February 1974.

The DAO said that the second citizenship certificate obtained by Gurung on 5th August, 1992 was annulled and he was fined according to section 21 of the Nepal Citizenship Act, 2063. Section 21 states that if a certificate of citizenship is obtained by giving false information or if the information corrected is proved to be false according to Section 17, the person who gives such false information or causes the violation of this Act or the rules made under this Act shall be fined up to Rs 15,000. Gurung has been fined Rs 5,000 by the administration.


District Administration Office’s Information Officer Padam Lamichhane said that Gurung was found guilty during an investigation. He said that Gurung was fined and his citizenship certificate he obtained for the second time was revoked. "During the investigation, it was found that Gurung obtained two citizenships from District Administration Office Surkhet on different dates by giving false information and giving different dates of birth," he said. He said that Gurung has not paid the fine yet.


Nepali Congress candidate Yam Bahadur BK, for the post of executive member of the municipality, filed a complaint on June 16, alleging that Gurung had taken citizenship certificate twice. In the complaint, it is mentioned that Gurung has applied for the position of executive member on the basis of his second citizenship.
