KATHMANDU, Aug 23: The government is set to conduct a comprehensive review of suggestions and conclusions received from all seven provinces before moving ahead with the draft of the School Education Bill. An education dialogue is being held in Kathmandu on Sunday for this purpose.
The dialogue, which will be attended by Education and Sports Minister Sasmit Pokhrel, will bring together various stakeholders from the education sector. The ministry had conducted education dialogues in all seven provinces to ensure the direct participation of teachers, students, parents, educationists and local governments in the process of drafting the School Education Bill.

The province-level education dialogue began in Biratnagar and concluded in Dhangadhi, covering all seven provinces. During the discussions, teachers, students, parents, school management committee representatives, local government officials, educationists and other stakeholders discussed existing problems and challenges in school education, as well as possible measures for improvement.
The ministry said the comprehensive education dialogue is being held at Nepal Academy in Kathmandu to present and review the suggestions and key conclusions received from all seven provinces.
What Should the Bill Include?
Various issues related to school education were raised during the province-level dialogues. Stakeholders particularly offered suggestions on teachers’ professional development, school management, student learning outcomes, curriculum and assessment systems, improving school quality, and the division of educational responsibilities among the federal, provincial and local governments.
The ministry said discussions also focused on how to clearly and effectively divide responsibility for school education among the three tiers of government, how to enhance teachers’ professional capacity, and what policy measures are needed to improve student learning outcomes.
The Kathmandu dialogue is being organised not merely to collect suggestions from the provinces but to identify priority issues that should be incorporated into the draft bill.
According to the ministry, the draft of the School Education Bill will be advanced by incorporating suggestions received from the province-level dialogues as well as additional recommendations emerging from the comprehensive discussion in Kathmandu.
The initiative is being viewed as the government’s effort to move forward with the long-debated School Education Bill on the basis of input from stakeholders ranging from the provincial to the local level.
