According to officials at the Ministry of General Administration (MoGA), the government is making final preparations to introduce service contracts for hiring temporary personnel.
This is the first time that the government is taking such a step in the civil service.
“Hiring personnel under service contract aims at filling vacancies caused by VRS. It is, however, only a temporary solution,” said Chandra Ghimire, spokesperson at the Ministry. He said this step will address the problem currently faced by various government offices throughout the country. Government offices have complained to MoGA that their regular activities have been badly affected by a manpower crunch.
More than 2,000 village development committees are facing a severe manpower crisis. VRS aggravated the problems faced by the VDCs.
Similarly district forest offices, land revenue offices, post offices, survey offices, courts and district administration offices are also facing problems due to vacant posts. In the judiciary alone, about 900 posts at various level have been lying vacant, especially since VRS.
“The government is not making any specific plan to permanently fill those vacant posts, and official work has been badly hampered” Ghimire said, adding, “So we don´t have any option but to hire personnel on contract basis.”
Administrative experts have termed the government´s move sheer negligence. “The government should have made concrete plans to fill the vacant posts after the implementation of VRS,” said Bhim Dev Bhatta, former member of the Public Service Commission,” adding, “The government´s next step following VRS does not seem to be practical.”
However, officials at MoGA say the government will have to bear extra financial and managerial burden if the vacant posts are filled on a permanent basis. They said hiring of temporary staff is also aimed at saving money. “Hiring temporary personnel will help minimize government expenses,” Ghimire added.
He also said the decision to hire on temporary basis was taken bearing in mind the future federal structure of the country.
