The government has called the current fiscal year the 'Budget Implementation Year' as the budget had not been fully implemented in the past fiscal years.
Mahat directed secretaries to not make any excuse in implementing the budget.
"Any budget, if not implemented, cannot bring results," he said, adding that the Public Procurement Act is going to be approved from the ongoing session.
The Reconstruction Authority will also be operational soon, Mahat said. "However, there is no dearth of available budget, even in absence of the authority as the government has allocated enough budget to the concerned ministries for reconstruction work."
The budget for the current fiscal year has allocated Rs 17 billion to different ministries for reconstruction work, with instructions to start immediately. "There is no need to wait for the authority to start reconstruction work," Mahat directed the secretaries explicitly.
The economic reform programs -- in last fiscal year's budget -- has been under discussion in the parliament, the finance minister said, adding that these acts -- related to reforms -- have to be passed by the parliament as soon as possible to expedite the economic development process.
He also asked the central bank to bring stimulus packages to revive the sick industries and fuel exports.
Despite successive governments' plan to import substitutes, the trade deficit has been ballooning due to increased imports and decreasing of exports.
The country recorded a trade deficit of Rs 716.38 billion in the Fiscal Year 2014/15 -- a rise in 13.46 percent from that of Fiscal Year 2013/14.
Stimulus packages for agriculture-based industries like dairy and sugarcane was a must, Mahat said, highlighting the need for a separate study to increase exports.
On the occasion, National Planning Commission Vice Chairman Govind Raj Pokharel asked for an increase institutional capacity for effective budget implementation.
