Election code of conduct effective from today

KATHMANDU, Nov 17: The election code of conduct will be implemented from Sunday, November 17, for the upcoming local level by-elections scheduled to be held on December 1.


Speaking to media persons after a meeting of the Election Commission, Nepal (ECN) held on Saturday, spokesperson for the commission Nita Pokharel Aryal announced that the meeting decided to apply the code of conduct to the persons, bodies and officials holding public positions in the respective districts from Sunday until the election is over.


“The Election Code of Conduct is a legal obligation and moral bond for all individuals, organizations and officials, so the commission is confident that by following it in its entirety, everyone will cooperate in conducting the election in a free, fair and reliable manner,” spokesperson Pokharel said.

Nominations for the by-elections are also being registered on Sunday. According to the commission, nominations of candidates will be registered at the office of the election officer established at the local bodies from 10 am to 5 pm.


According to the commission, the Government of Nepal and federal ministers, provincial governments and provincial ministers, constitutional bodies and their officials, officials from the federal and provincial governments, officials from the local level, employees at all three levels of the government, officials and personnel of security agencies, and offices and employees of semi-government and public organizations will be subject to a code of conduct.


The code of conduct will also be applicable for institutions, their officers and employees, schools, colleges or universities, and their teachers and employees.


Likewise, voters, development partner organizations, projects run by government or semi-government bodies, organizations conducting voter education programs and their employees, private sector banks and financial institutions, cooperative organizations, commercial and industrial sectors, officials, and other bodies or persons designated by the commission must comply with the code of conduct.


The commission has also requested the general public to file a complaint verbally, in writing, through social media, electronic media or in any other way if any individual or office is found to have done something contrary to the code of conduct and if there is sufficient basis and reason for it.


Elections are being held for a total of 44 vacant posts at the local level, including two district coordination committee chiefs, two chairs of rural municipalities, four vice-chairpersons, one municipal chief and one deputy chief, and 34 ward chairpersons.
