KATHMANDU, Sept 10:  Suraj Rajkarnikar, division chief of building construction and maintenance at the Department of Urban Development and Building Construction (DoUDBC) has been accused of irregularities in the construction of former prime minister Krishna Prasad Bhattarai´s residence which caved in less than two years after construction.

A report prepared by a probe panel led by joint secretary Suresh Acharya found Rajkarnikar guilty, a knowledgeable source at the Ministry of Physical Planning and Works (MoPPW) told Republica. [break] The report also found other senior engineers of the division guilty of irregularities.

“The division chief and other staffs who had been overseeing the project failed to discharge their duties in an effective, transparent and responsible manner,” states the report, adding, “Main contractor Sushil Babu Shrestha is equally responsible for faulty construction.” The report has recommended stern action against those found guilty of irregularities.

Following the disclosure, the Prime Minister´s Office (PMO) had also directed the National Vigilance Centre to investigate into the matter. Currently, the Commission for the Investigation of Abuse of Authority (CIAA) is also investigating into the matter.

The government had built the one-story house for Bhattarai at Badegaun, Lalitpur, some 15 km from Kathmandu, two years ago. Bhattarai moved in one and half years ago.

The government-built house caved in recently following continuous rain. The front yard of the main building caved in at many points, while the compound wall built some four months ago also collapsed.
