Kalika Municipality-9 ward chair Him Bahadur Chhetri said they were told by Municipality Mayor Khumnarayan (Gopi) Shrestha that the Municipality was not in the position of stopping the factory activities as the right to take a policy-level decision to this regard was of the Department of Mines and Geology.
