'Delineating provinces before promulgation of new statute'

BIRATNAGAR, July 11: Madhesi People's Rights Forum (Democratic) Chairman Bijaya Kumar Gachchhadar said an effort is underway to promulgate a new constitution after delineating the border of the provinces.

Leader Gachchhadar, who is one of the signatories of the 16-point agreement, said the top leaders of the major political parties are working toward delineating provinces following the suggestion from the President.


"We are working toward delineating the provinces," said Gachchhadar while talking to journalists in Biratnagar on Saturday. He said, "We can promulgate the constitution by August 5 even after finalizing the task of delineation. The four parties are serious on it after President Ram Baran Yadav drew the leaders' attention to this effect.

He added that the task of delineation can be finalized before the promulgation of the constitution while the nomenclature can be handed over to the respective provinces to decide. "The delineation can be worked out even after taking feed-back from the people," Gachchhadar said, adding, "We can conclude the task of delineation even while deliberating on the bill of the new constitution."

Gachchhadar informed that Prime Minister Sushil Koirala is holding talks with the disgruntled Madhes-centric parties to bring them into consensus.
