Major parties are pushing the bill forward even though agitating parties have not given nod to the decision. A meeting of top leaders from major political parties has been scheduled for Friday morning, prior to the House meeting.
After holding discussion with chief whips from major political parties, constitutional experts and officials at the parliament secretariat, Speaker Onsari Gharti Magar decided to move the bill forward in the House.
“Deliberation on the constitution amendment bill will start from tomorrow. Its further procedures will be decided in consensus after discussion with political parties,” Speaker Gharti told media persons on Thursday.
Speaker, chief whips of major political parties and constitutional experts have agreed to give 72 hours to lawmakers for registering ammendments, if any, on the bill after the general deliberations are concluded.
“If the bill recieves many amendment proposal, we might have to form a special committee to accomodate them in bill. But such a decision could be taken only after holding discussions with major political parties,” said Speaker Gharti.
As per constitutional provision, any consititution ammendment bill tabled in the parliament should be made public, within 30 days of its registration in the parliament.
First amendment bill to the new constitution was tabled in the parliament on Tuesday. The amendment bill proposes adding proportional inclusive system and rearranging constituencies based on population by amending Article 42, 86 and 286 of the constitution.
As the drafting process of new regulation of the parliament has not been finalized, constitutional experts and chief whips of major political parties have suggested speaker to follow previous regulation, as interim regulation lays ground for it, said Gharti.
Nepali Congress, chief whip Chinkaji Shrestha, CPN-UML's Gokul Gharti, UCPN (Maoist)'s chief whip Hitraj Pandey, Rastriya Prajatantra Party (Nepal)'s chief whip Dilnath Giri, and Minister for Law and Justice, Agni Kharel and among other lawmakers with legal background attended the meeting.
