Debate on policies and programs merely a formality: Lawmaker Joshi

Speaking during Tuesday's session of the federal parliament, Joshi noted that ministers and secretaries have already declared a "budget lock," meaning that no suggestions or changes raised during the debate would be incorporated.

KATHMANDU, May 6 : Lawmaker Bhanu Bhakta Joshi has said that the parliamentary discussion on the government's annual policies and programs has become nothing more than a formality.



Speaking during Tuesday's session of the federal parliament, Joshi noted that ministers and secretaries have already declared a "budget lock," meaning that no suggestions or changes raised during the debate would be incorporated.

“The policies and programs were presented late. Even if we speak now, there will be no revisions. It is unlikely to influence the budget. Ministers and secretaries in various ministries have said the budget has already been locked,” Joshi stated, “There will be no changes in the policies and programs either. Lawmakers have spoken just to have their voices heard and to raise issues from their constituencies. This is just a formality.”


He also criticized the government for not consulting even the lawmakers from the ruling party while drafting the policies and programs.


“Not only was the opposition left out, even the ruling party lawmakers were not consulted. There is dissatisfaction on that too. Who did they consult? Which experts or lawmakers were involved in the process?” he questioned.
