A bad practice is marked that such criminals have been freed from police clutch on the straight directive of Chief District Officer even after the culprits nabbed by police red hand while involving in various crimes such as murder, robbery, hooliganism with weapons handed over to District Administration Office (DAO) with adequate evidences, according to DAO. In the case of Arms and Ammunition, there is a provision that person involved in such crimes shall be slapped with penalty minimum Rs. 60,000 to Rs. 300,000 or jail sentence 3 to 5 years or both the action based on the nature of crime.
But, Sunsari DAO has not imposed any such action against the criminals while freeing the latter and the amount is not deposited as the revenue when letters are dispatched with the content that so and so has already paid off the penalty amount, said an employee of jail.
In-charge of Regional Prison, Jhumka, Bhoj Raj Regmi also admitted that such activities have been performed on the directive of Chief District Officer Ram Prasad Thapaliya in collaboration with Badri Pokharel, who has long been in Legal Desk of Sunsari DAO.
It is found that CDO Thapaliya, who his been transferred to another district, issued directive to free Jogendra Saha, Sunil Kumar Lamichhane and a youth with surname ‘Poudel’ of Sunsari Dubai-4, who were arrested and presented for action.
Saha and Lamichhane were arrested with illegal pistol on Jestha 20, 2067 and another youth was nabbed Chaitra 13, 2067.
According to Jhumka Prison Office, CDO Thapaliya has freed criminals of arms and ammunition related cases during his tenure.
