Clause-wise CA discussion underway

KATHMANDU, Sept 9: Clause-wise discussions on amendment bill of the new constitution-2072 are going on in the Constituent Assembly (CA) Wednesday.

A total of 54 amendment proposals filed by lawmakers over the amendment bill would be tabled at the CA while eight amendment proposals have already been presented by different political parties and lawmakers in Tuesday's CA meeting.


The CA meeting started nearly half an hour late, at 11:00 am. Each lawmaker is given seven minutes of time to express their views in the amendment proposal.

In the beginning of the meeting, Chairman of the Rastriya Janamorcha and lawmaker, Chitra Bahadur KC, said that the major political parties' agreement to delineate the federal states by making a federal commission was the right move and argued that the country has been hit hard due to many agitations as the parties failed to remain firm on their stance.

Stating that problem has surfaced after everybody has tried to move ahead focusing on themselves, KC said that delineation of federal provinces should be corrected.

Similarly, lawmaker Mina Pun said that all should support the promulgation of new constitution through the Constituent Assembly (CA) even after keeping the disputes over federalism aside while another lawmaker Durga Poudel demanded to remove all terms, 'federalism' included, in the draft constitution, recalling that the erstwhile CA was dissolved due to federalism.

Lawmaker of the Rastriya Prajatantra Party-Nepal, Bhakta Bahadur Bishwokarma, said that it was necessary to know that he was present at the meeting to express his views as per the policy not to obstruct the constitution writing although his party has different stance principally.

Likewise, Nepali Congress lawmaker Dr Shekhar Koirala expressed the view that it was necessary to include all communities in constitution writing process through talks and discussions.

Koirala demanded to include the terminology 'religious freedom' and removing 'secularism' as well as to include the phrase 'pluralism' in the preamble of the constitution.

He also stressed the need of promulgating the democratic constitution by forming state restructuring commission as the issue of federalism is very complex.
